This study aims to: (1) examine the effect of risk management to capital structure, and (2) examine the effect on the capital structure of banking regulation. This study was conducted on people's credit banks (BPR) in the province of North Sulawesi and Gorontalo in 2011. Bank that analyzed a total of 20 banks were determined based on population criteria. The analytical method used is the Generalized Structural Component Analysis (GSCA). Results of the study found that the risk management significantly influence the capital structure where the practice of risk management is a key determinant of capital structure decisions. It was also found that the banking regulations have a significant effect on the capital structure. This shows that adherence to banking regulations determine capital structure decisions. Penelitian ini bertujuan untuk: (1) menguji pengaruh manajemen risiko terhadap struktur modal, dan (2) menguji pengaruh regulasi perbankan terhadap struktur modal. Penelitian ini dilakukan pada bank perkreditan rakyat (BPR) yang ada di provinsi Sulawesi Utara dan Gorontalo tahun 2011. Bank yang dianalisis berjumlah 20 bank yang ditetapkan berdasarkan kriteria populasi. Metode analisis yang digunakan adalah Generalized Structural Component Analysis (GSCA). Hasil penelitian ini menemukan bahwa manajemen risiko berpengaruh signifikan terhadap struktur modal dimana praktik manajemen risiko merupakan penentu keputusan struktur modal. Ditemukan juga bahwa regulasi perbankan berpengaruh signifikan terhadap struktur modal. Ini menunjukkan bahwa ketaatan pada regulasi perbankan menentukan keputusan struktur modal.
