Abstract
The government of Pulutan Village constitutes one part of the Government of Minahasa Regency Government, or more precisely the government of Remboken District. Pulutan village in the organization and administration of the provincial Government of North Sulawesi is classified as Self-Sufficient Village, divided into 3 (three) Villages or Jaga (Environment) with a total population of 1015 consisting of 315 head of family. This village is one of the central villages, especially for ceramic or pottery undustry, therefore, most of its people work as farmers and pottery craftsman. The results show that the production costs for ceramic production (pottery) is very high (lage/medium size), thereby, the price is high and not competitive. On the other hand, similar products produced from other raw materials become current trends, such as those made from plastic, as well as sand and mocent materials. Future development of this industry makes the role of government and isntitutions outside the gevernment to build and develop, as well as empower small industries in rural-based popullist economics particullary important, both in terms of partnerships, financing, management and human resources.
