Abstract
Abstrak: Penggunaan teknologi informasi (TI) saat ini telah mengalami perubahan yang sangat besar, dari sekadar alat bantu untuk berinteraksi, sekarang beralih menjadi garis depan dalam pelayanan masyarakat khususnya di lembaga pemerintahan. Semakin maraknya isu smart city mendorong setiap kota yang ada di Indonesia untuk terus berinovasi dalam mengembangkan teknologi informasi. Besarnya nilai nominal investasi teknologi informasi (TI) di berbagai organisasi membuat banyak pihak mulai bertanya-tanya, bagaimana cara memperkirakan seberapa besar investasi tersebut memberikan manfaat bagi perusahaan maupun pemerintahan. Untuk menilai tingkat kematangan investasi teknologi informasi pada instansi penulis menggunakan Framework Val IT dengan domain Value Governance (VG) yang dapat digunakan untuk memberikan gambaran yang jelas akan manfaat investasi TI pada organisasi. Dinas Komunikasi dan Informatika Kota Manado adalah salah satu dinas teknis di lingkungan pemerintah kota manado yang memiliki kewenangan untuk urusan pemerintahan di bidang teknologi informatika yang berperan penting dalam terwujudnya visi Kota Manado dalam menuju kota layak huni, efisien dan berkesinambungan serta yang berwawasan lingkungan atau green based environment atau sering disebut sebagai smart city. Hasil dari penelitian ini menunjukan bahwa level tingkat kematangan investasi teknologi informasi (TI) saat ini pada Dinas Komunikasi dan Informatika Kota Manado mencapai nilai kematangan 4 (Predictable Process). Kemudian dari hasil kematangan investasi teknologi informasi di berikan rekomendasi perbaikan pada instansi. Kata Kunci: Investasi TI, Tingkat Kematangan, Val IT, Value Governance (VG) Abstract: The use of information technology (TI) has now undergone tremendous changes, from just a tool to interact, is now turning to the forefront in public services, especially in government institutions. The increasing growth of smart city issues propels Indonesia's cities to continue to innovate in the development of information technology. The nominal value of information-technology investment in various organizations leads many to wonder how to estimate how much it benefits both companies and governments. To assess the maturity level of information technology investment in institution, the author used the Val IT Framework with a Value Governance (VG) domain that can be used to provide a clear picture of the benefits of IT investment in organizations. The Department of Communication and Informatics Manado City is one of the technical services within the Manado City government that has authority on government affairs in the field of information technology that plays a key role in the development of Manado City's vision in heading a livable, efficient and sustainable city and green-based environment or often referred to as smart city. The results of this study show that the level of maturity level of information technology investment (IT) is currently in the Department of Communication and Informatics Manado City reaches the value of maturity 4 (Predictable Process). Then from the maturity of information technology investment is given improvement recommendations to the agency. Keywords: IT Investment, Maturity Level, Val IT, Value Governance (VG)
