Abstract
Abstrak — Dinas Kominfo adalah salah satu Dinas Teknis di
lingkungan Pemerintah Kota Manado yang memiliki kewenangan
untuk urusan Pemerintahan di bidang Teknologi Informatika.
Untuk itu diperlukan adanya standar tata kelola TI yang baik
dapat memberikan transparasi dan pengambilan keputusan yang
jelas serta wewenang dan tanggung jawab yang terstruktur.
Penelitian ini untuk mengetahui nilai kematangan tata kelola
teknologi informasi Dinas Komunikasi dan Informatika kota
Manado dengan menggunakan framework COBIT 5 domain DSS
(Deliver, Service, and Support). Hasil penelitian memperlihatkan
nilai tingkat kematangan saat ini yang terendah dalam domain
DSS pada proses DSS02 yaitu berada pada level 3(Established
Process) dan lima lainnya yaitu DSS01, DSS03, DSS04, DSS05,
DSS06 berada pada level 4(Predictable process). Dari hasil
pengukuran tingkat kematangan didapatkan nilai as-is dan to-be
yang akan menjadi target tata kelola teknologi informasi di Dinas
Komunikasi dan Informatika. Untuk menjadi lebih efektif maka
diberikan rekomendasi agar proses harus memiliki sinkronisasi
yang saling berhubungan agar memiliki kesatuan informasi yang
jelas dan terukur dalam perumusan dan perencanaan tata kelola
teknologi informasi dalam mencapai tingkat kematangan yang
diharapkan.

Abstract — Communication and Informatics office is one of the
Technical Services within Manado City Government which has
the authority for Government affairs in the field of Information
Technology. For this reason, it’s necessary to have a good IT
governance standard that can provide transparency and clear
decision making as well as structured authority and responsibility.
This study is to determine the maturity level of IT governance at
Communication and Informatics Office of Manado City by using
the COBIT 5 framework domain DSS. The results show the lowest
current maturity level score in the DSS domain is DSS02 at level
3(Established Process) and five others, domain DSS01, DSS03,
DSS04, DSS05, DSS06 at level 4(Predictable process). From the
measurement of the maturity level, the as-is and to-be score are
obtained which will be the target of IT governance at the
Communication and Informatics Office. To be more effective,
recommendations are given that processes must have
interconnected synchronization in order to have clear and
measurable information unity in the formulation and planning of
IT governance in achieving the expected maturity level.
