Abstract
This research oimed to: 1)- Find out/identifi the bureaucratic behavioral aspects that
influenced organizational performance in the implementation of the regional autonomy policy at the
Manado City Secretariat. 2). Analyze the influerces of bureoucratic behavioral aspects on
organizational performance in the implementation of the regional autonomy policy at the Manado City
Secretariat. This research employed a qualitative approach and a descriptive-explanatory survey
technique and the sample of respondents, which consisted of 73 stffi of the Manado City Secretariat,
was determined using a proportional random sampling method. Primary data were collected using
questionnaires and secondary data using documentation techniques. The collected data and
information were then analyzed using statistical techniques, i.e. the product moment correlation,
simple regression, and multiple regression analysis. These three analysis techniques were used to test
the research hypotheses. The results of this research were as followed: (1). The orgonizationol
structure of the Manado City Secretariat could be categorized as "average" to "below cNerage".
Meaning that the organizational structure was rather unresponsive, suffered from lack of initiative in
performing governmenlal, developmental, and public service duties. Organizational structure foctor
hod a positive influence on the improvement of organizational pedormance in the implementatio-n of
the regional autonomy policy. (2) The leadership style at the Manado City Secretariat in the
implantation of the regional autonomy policy was categorized as "average" to "below average".
Leadership slyle factor had a positive influence on the organizational performance of the Manado City
Secretariat in the implementation of the regional autonomy policy. (3). Ahe organizational
performance of the Manado City Secretariat was categorized as "average" to "below average".
Organizational perfornlance was influenced by the organizational structure and leadership style
factors. The more responsive the organizational structure and leadership style, the higher the
organizotional performance at the Manado City Secretariat. In conclusion, organizational structure
and leadership style as elements of organizational behavior had a positive inJluence and contributed
signtficantly to the improvement of organizational performance, especially at the Manado City
Secretarial.
