Abstract
Implementation of the policy of building permits by the Agency Integrated services
peizinan can not answer the problem. Reality This can be seenftom the arrangement of the
organization. Thk research is expected to reveal and analyze the implementation of the
licensing policy building in terms of organizational stntchtring licensing service agencies
for expected thatfurther strengthen and develop the concept implementation of policies for
the development of public administration.
This study used a qualitative approach as it aims to again an understanding of the u'hole
phenomenon of empirical meaning contained in the problem under study' Researchers as
the main instruken. Data obtained through direct observation at the research, in-depth
interviews to a number of informants who are considered to lcnow and understand the
process policy implementation and docamentation. Data were analyzed descriptively
qualitative.
Based on the research and discassion that has been described so it can be concluded that
the organization of the implementation of the policy permits by building the Integrated
Licensing service Agency in Manado faced with limited human resources and physical
facilities owned, and not the functioning of the inter-agency coordination resulted
implementation of the policy of buitding permits by the Agency Integrated Licensing
Service is not running in Manado City in accordance with the objectives good policy'
