Abstract

Abstract — A steam power plant (PLTU) generates electricity through the rotation of a turbine coupled to a generator. The turbine can rotate due to the flow of pressurized steam entering it. To produce stable electrical energy, maintain a consistent frequency, and adapt to changing loads, the turbine's rotation must also be stable according to the load requirements. The governor is a component responsible for regulating the flow of steam by adjusting the steam valve opening that feeds into the turbine. In this way, it can handle varying load requirements and maintain a stable frequency of 50 Hz. At the North Sulawesi Power Plant II, a cabinet actuator type governor is used, which employs a digital electro-hydraulic system. Based on the results of this study, as indicated by the DEH Dynamic Test data analysis, turbine speed and frequency calculations, as well as inspection and maintenance data for the governor at the North Sulawesi Power Plant II, the governor's performance is excellent. This is demonstrated by the stable frequency and a speed drop value below 3%. Keywords: Turbine, Governor, frequency, speed drop. Abstrak — Pembangkit listrik tenaga uap (PLTU) menghasilkan listrik dari putaran turbin yang di kopling ke generator. Turbin dapat berputar karena adanya aliran uap bertekanan yang masuk ke dalam turbin. Untuk menghasilkan energi listrik yang stabil, frekuensi yang stabil dan daya yang bebannya dapat berubah sewaktu-waktu, maka putaran turbin juga harus tabil sesuai dengan kebutuhan beban yang ada. Governor adalah komponen yang fungsinya mengatur aliran uap dengan cara mengatur bukaan katup uap yang masuk ke turbin. Dengan cara ini, kebutuhan beban yang dapat berubah dapat ditangani dan frekuensi tetap terjaga pada 50 Hz. Di PLTU II Sulawesi Utara juga menggunakan governor tipe cabinet actuator yaitu governor dengan sistem elektro hidrolik digital. Dari hasil penelitian ini, berdasarkan hasil analisa terhadap data DEH Dynamic Test, perhitungan frekuensi dan putaran turbin serta data inspeksi dan pemeliharaan governor PLTU II Sulawesi Utara, kinerja dari governor tersebut sangat baik, terbukti dari frekuensi yang stabil dan nilai speed drop dibawah 3%.
