Network innovation is a sub-system that has a very important role in the concept of the Regional Innovation System (SIDA). The innovation network arranged in a triple helix of three main innovation actors communities originating from sub-networks: academic, business, and government. The important role of the network, especially in the acceleration of technology transfer that can support increasing the capability of technological innovation in the SIDA. Innovation network capability can be increased if therein occurs intensive knowledge sharing among the three communities of innovation actors. The approach used to solve the problems associated with efforts to improve network capabilities triple helix innovation will be approached by analogy triple helix networks such as a corporation that has a goal to increase their competitiveness through innovation excellence. Linking mechanism in the innovation network will be explored from aspects of technology partnership to maximize the technological capabilities. The mechanism linking the review is intended to determine the types of technological capabilities that can be used as a reference for managing the process of technological innovation networks are appropriate and targeted to local development plans. Results of the study in this paper in the form of a development framework innovation network model that can be used as a reference and input for strengthening strategies SIDA through efforts to increase technological innovation networking capabilities that are a triple helix. Jaringan inovasi merupakan sub-sistem yang memiliki peran sangat penting dalam konsep Sistem Inovasi Daerah (SIDa). Jaringan inovasi tersebut tersusun secara triple helix dari tiga komunitas aktor inovasi utama yang bersumber dari sub-jaringan: akademik, bisnis, dan pemerintah. Peran penting dari jaringan tersebut terutama dalam percepatan alih teknologi yang dapat menunjang peningkatan kapabilitas inovasi teknologis dalam SIDa. Kapabilitas jaringan inovasi dapat meningkat jika didalamnya terjadi knowledge sharing yang intensif antar ketiga komunitas aktor inovasi tersebut. Pendekatan yang digunakan untuk menyelesaikan persoalan yang terkait dengan upaya peningkatan kapabilitas jaringan inovasi triple helix ini akan didekati dengan menganalogikan jaringan triple helix tersebut sebagai sebuah korporasi yang memiliki tujuan untuk meningkatkan daya saingnya melalui keunggulan inovasi. Linking mechanism pada jaringan inovasi tersebut akan ditelaah dari aspek partnership teknologi untuk memaksimalkan kapabilitas teknologis. Penelaahan linking mechanism tersebut ditujukan untuk mengetahui jenis-jenis kapabilitas teknologis yang dapat dijadikan sebagai acuan proses pengelolaan jaringan inovasi teknologis yang tepat guna dan tepat sasaran dengan rencana pembangunan daerah. Hasil kajian pada paper ini berupa kerangka pengembangan model jaringan inovasi yang dapat dijadikan sebagai acuan dan masukan untuk strategi penguatan SIDA melalui upaya peningkatan kapabilitas jaringan inovasi teknologis yang bersifat triple helix.
